What Is AStA? The Student Executive You Have Probably Already Met

You may have seen AStA connected to a party, trip, consultation, sports activity, semester-ticket question or student service. That variety is not accidental.
AStA stands for Allgemeiner Studierendenausschuss, or General Student Committee. HSRW describes it as the executive organ of the student body.
If StuPa is the student parliament, AStA is the student executive.
Who chooses the AStA?
The AStA is elected or confirmed by StuPa. StuPa assigns tasks to it and monitors whether those tasks are fulfilled. That relationship matters: the two bodies are connected, but they are not the same organization.
How is AStA organized?
The official HSRW page describes an AStA board and a set of specialized departments. The board includes the chair, two campus representatives and the head of finance.
What do the departments do?
Chair & Board
Organization, leadership, meetings, decisions and representation.
Finance
Budget planning and financial administration.
Campus Representatives
Coordinate departments at Kleve and Kamp-Lintfort and substitute for the chair where needed.
Social
Support and advice for students facing social, financial, disability, family or violence-related challenges.
International
Support around visas, insurance, discrimination, integration and cultural activity.
Events
Parties, trips, lifestyle events and support for student initiatives.
Sports
Helps make athletic activity accessible and complements university sports.
University Policy
Helps students understand university regulations, disputes and wider university-policy questions.
Political Education & PR
Political understanding, communication support and public information.
LGBTQIA+ support
Representation and support for LGBTQIA+ students.
When should you contact AStA?
AStA is a sensible contact when your issue concerns student-body services, support, representation or one of its departments. The correct department depends on the topic.
What AStA is not
AStA is not the university administration, and it is not StuPa. It is part of the legally independent student self-governance structure. That distinction explains why some matters belong to AStA while others belong to a faculty, the university administration, StuPa or another body.
Why transparency matters here
Executive work is where plans become services, spending, events, communication and day-to-day decisions. Clear responsibilities and accessible information help students understand what support exists and how student-body priorities are implemented.
The Lounge note
You do not need to agree with every student-government decision to understand the structure. Knowing what AStA does makes it easier to ask the right question, contact the right department and participate more effectively.
The system becomes less mysterious once you know which door belongs to which question.
